Community Development Block Grant Commission (CDBG)

Scott Berger, CDBG Program Manager

Kane County is eligible to apply for Federal dollars made available through the Community Development Block Grant Program (CDBG): Such funds are to be used to develop viable communities by providing decent housing, a suitable living environment and expanded economic opportunities principally for persons of low and moderate income. Government agencies and non-profit organizations may apply for the funds during an application period which takes place usually from early November to mid January.

In order to participate in and administer the CDBG Program in accordance with Federal statutory and regulatory requirements, the Community Development Block Grant Commission was created by County Board Ordinance on December 9, 1997. The CDBG Commission is charged with the following:

1.

Recommending policies and procedures and developing and periodically updating a Housing and Community Development Consolidated Plan as prescribed by the U. S. Housing and Urban Development Department regulations;

2.

Developing and overseeing a citizen participation plan and conducting meetings which provide opportunities for citizens and officials to comment on and give direction to the CDBG Program;

3.

Recommending funding priorities to the Kane County Board and appraising the effectiveness of the CDBG Program in accordance with statutory and regulatory requirements.

The 18 member commission is made up of six County Board Members; six elected officials or their representatives from six different Kane County municipalities participating in the program; and six private citizens who come from groups which have an interest in the overall community development of the county: such as township officials, park district officials, social service organizations, the housing industry and other community interest groups.

The commission meets a minimum of three times per year and conducts two public hearings.

Support staff for the Commission is supplied by the Development Department, Building & Community Services Division.
